Transformation Project Manager

A contract role. As part of the transformation PMO team within the Council. Mostly IT-related and leading technically on a project to review and enhance the Council revenues and benefits systems and workflow operations in order to provide a digital channel shift to facilitate self-serve for customers and implement a new target operating model.
The original operating model showed that 60% of customers (taxpayers and claimants) were speaking directly to back-office staff and only 10% were able to self-serve online.
This was largely due to the limitations of the way that the Revenues & Benefits system was utilised and with very little front-end integration or automation. Following a health check by the system supplier, it was found that there were over 60 cases of misuse or non-use of some system components and we were able to correct that situation.
In addition, we implemented a system called “OneVu” which is supplied by IEG4 to integrate the various council-wide systems into one single online view for the customer and that helped us to achieve the channel shift with a target operating model of 60% self-serve, 10% back office direct contact and 30% assisted by their contact centre. This also helped the council to reduce the back-office headcount significantly.

I was responsible for management of all IT related issues for infrastructure, network, systems & software development, Digital Support, E-Commerce traffic and Web-Site development (managing an off-shore team), Stakeholder Manager for outsourced services and second line outsourced support. A heavy concentration of multiple projects requiring end-to-end management.
The role, whilst requiring a high level of management capability; was also very much "hands on" and was key to the revitalisation and expansion of the three organisations which make up the NLA.
The National Landlords Association is a "not for profit" UK membership association serving the Private Rental Sector and the business and legislative needs and concerns of the 2+ million private single and multi-property landlords in the UK. The NLA also incorporates the United Kingdom Association of Letting Agents and the NLA trading company.
The infrastructure was on-premises VMware with off-site backup and Desktop PC and Thin-Client serving head office users and remote users at a number of UK locations via Terminal Servers, there was cloud-based workflow services in place.
The main organisation websites were developed with Drupal, utilising PHP and serving a large number of transactional processes supporting membership initiation, membership renewal and membership upgrade based on Direct Debit & Card. There was an online shop, a CPD mechanism (Continuous Professional Development) for Accredited Members and a member document creation and management system for legal tenancy-based documents. The main site was integrated to a remote host member database, an online event booking system, service affiliates, Local Authorities and various other micro-sites.
The main host member database was in a Unidata environment with backend XML. There was a wide range of in-house developed bespoke integrated applications supporting the various income streams, automated event-driven email, event-driven telemarketing and connected to 180 Local Authorities and intermediaries.
I also introduced and integrated the cloud-based Workbooks contact management system to support the organisation's 60 remote regional representatives and I developed an inbound and an outbound telemarketing system.
BI was delivered by a bespoke integration of the Access Insight system and Lead Forensics and Tag manager were in use, accounts were maintained using Sage.
The technology changes which I introduced to the organisation brought about an increase in membership from 15900 to 85000 in five years.
Key Achievements
• In a major change project, I moved the business (including cabling and fit out) to a new location, upgrading all server, desktop equipment and telephony.
• Devised the National "Call Credits" system in order to enable non-members to obtain para-legal advice (on online payment).
• Devised the methodology to introduce six new levels of membership.
• Introduced automated email (via the Dotmailer API using SOAP) and SMS in order to support membership renewal, upgrade, reactivation, welcome, newsletter and marketing communications.
• Devised the National Register of Accredited Landlords now in use by prospective tenants, Local Authorities and Financial Institutions.
• Devised the National Intermediary Gateway, used by business partners and UK Local Authorities to add new members to the organisation.
• Devised the National "Licensing 365" service, a provision for Landlords for their existing and prospective buy to let properties.
